[Halld-offline] CPP: Monitoring Launch 2022-05 ver28

Dear Colleagues,

Before the holidays, we started a new monitoring launch for the 2022-05 
CPP data set which is now complete. We successfully reconstructed 5 
files for all production runs with the RCDB query ""@is_cpp_production 
and status>0".

We added these special options and removed the constraint on the vertex 
point:

PID:ENABLE_FCAL_SINGLE_HITS 1
PID:ADD_FCAL_DATA_FOR_CPP 1 # add FCal related quantities to REST

We also included the ML-based epem/pippim skims as well as 2c, 2g and 
2pi0 skims. Please have a look and let us know if anything else is missing.

The usual monitoring plots can be found on the PlotBrowser page:

All merged histogram files can be found on the work disk at:
/work/halld/data_monitoring/RunPeriod-2022-05/mon_ver28/rootfiles/
