[Halld-offline] New version sets: version_7.4.0.xml

Dear Colleagues,

I am happy to announce the release of the new version set 
version_7.4.0.xml. Thanks to Richard Jones, it features support for 
double precision momentum components in the hddm format. Besides, this 
release includes considerable upgrades to the track candidate code in 
halld_recon (S. Taylor), and further improvements to the halld_recon, 
halld_sim, hdgeant4, and hd_utilities repositories.

The version set was built on AlmaLinux9 and RHEL9 as well as the 
AlmaLinux9 container and will become the default version set at JLab 
starting tonight.
