[Halld-offline] [Halld-controls] halldsvn server

Dear Colleagues,

In order to facilitate the transition away from svn, I went ahead a 
ported the whole halldsvn repository to git and uploaded it to 
code.jlab.org:

https://code.jlab.org/halld/halldgit

The conversion preserved the 24k commits deep history with its 
corresponding authors. Only cvs/svn branches and tags did not smoothly 
translate into git branches and tags.

NB: You can continue using halldsvn without any changes. The git 
repository will just preserve the current state and may serve as a 
sandbox to test the system. It can be periodically synchronized with the 
svn head.

For your convenience, I added short instructions on how to clone single 
folders in the README file.
