[Halld-offline] New version sets: version_7.8.0.xml

Dear Colleagues,

We just released a new version set: version_7.8.0.xml. It features new 
versions of the following packages:

* rcdb v2.4.0 (improved CLI, breaking change to C++ API)
* AmpTools 0.16.0 (improved memory handling)
* halld_recon 5.14.1
* halld_sim 5.9.1
* hdds 4.18.2
* hd_utilities 1.61

It requires build_scripts 2.47 to build successfully.

The version set was built on AlmaLinux9 and RHEL9 as well as the 
AlmaLinux9 container and will become the default version set at JLab 
starting tonight.
