[Halld-online] [Halld-offline] Test version of MantisBT now working

Hi,

Blake couldn't get to the MantisBT site.  It seems halldnew.jlab.org is 
not visible off site, although I thought it was.  Not much I can do 
about this at the moment.  When we deploy for real it will have to be 
visible off site, of course. 

A workaround is to run Firefox on a JLab computer and have the screen 
displayed on your home computer (be sure to enable X forwarding in 
putty).  Or you can rdesktop into a JLab computer.
