[Halld-online] UPS and racks for the Hall D rack room

Hi,

The original plan was to install 18 racks in the counting house rack 
room.  Walt just reminded me that the counting house UPS grew by about 
one rack width since we first spec'd it out and designed the counting 
house, so we'll need to eliminate one rack to allow the UPS to fit.

This gives 17 empty racks needed in the rack room, not 18.
