[Halld-online] Maintenance elogs

Hi,

Now is a good time to set up a maintenance elog for Hall D controls and 
online equipment (not sure if readout boards should be covered with this 
elog).  The occasion is the modifications we've done and others we are 
planning to make to the Danfysik quench detector.

What columns are required?  Obvious ones are date/time, name, email, 
device make/model/serial number, explanation and drawings of the 
modification.
