[Halld-online] Update on racks for counting house and solenoid controls

Hi,

There is some misinformation floating around concerning racks, and I am 
a victim as well.  Mark and I just did an inventory and below I report 
what we found.

First, the counting house has room for 18 racks, but it is likely one of 
the slots will be left open to allow access to the big UPS.  Thus we 
likely will need 17 racks for the counting house.

The solenoid control system needs 4 racks and we currently have 3, so 1 
more is needed here.

Mark went to the storage facility and counted 14 racks (not 19 as 
thought earlier).   We also found 5 racks in EEL 126, presumably needed 
for test setups there.  We also found two white 36" racks in EEL 126 
purchased by Fernando.  There were a few other racks in use by the FDC 
test setup.

Thus we need 17 + 1 = 18 racks.  If all of the EEL 126 racks are needed 
there then we only have 14 available in storage (I thought we had more 
racks somewhere, not sure what happened to them).  It is possible all 
the racks in EEL 126 are not needed.

Thus I propose we allocate the 14 racks in storage as follows:  1 to 
Scot for the solenoid control system, the remaining 13 to be installed 
in the counting house in Feb-2012.  If we need additional racks in the 
counting house we'll either have to find some more or purchase them.  I 
will check the CC to see if additional racks might become available.
