[Halld-online] [Halld-level1] Data stream scalers, summary of the meeting

Hi Elliott,

I've not expected such a wide discussion about this relatively simple
topic. I can prepare a slide with the list of scalers we would like
to have with some basic details. It would probably make sense to
discuss them inside the Hall D group during the meeting again (to be sure
that we are all on the same page).
