[Halld-online] Proposed Hall D online translation table format

Hi,

Attached is a proposed fake translation table in bz2 format.  The actual 
crate/slot/channel assignments are bogus.  It compresses about a factor 
of 40 from the XML (ascii).  I included most detectors, a few are 
missing.  The translation table will be read in by JANA and converted 
into internal dictionaries (currently an STL map and a 3-d array) for 
use in the offline analysis.
