[Halld-online] Hall D Component Inventory Database now online

Hi,

The long-awaited inventory database is now operational (joint 
development effort with CLAS).

It took me over twice as long to get it going as I expected, but there 
were many bugs to fix and feature requests to implement.  The 
information in there now is production information, so do NOT change 
anything unless you are sure it's necessary.  It is available from on- 
and off-site via a CUE login.

Default access is read-only, halld group members get read-write, contact 
me if you want read-write-delete access.


Everything asked for is now working except:

- I didn't pay much attention to cosmetics, send me comments
- may be some minor bugs/limitations, send me a bug report
- "Edit selected" not fully functional yet, should be working next work


A number of features are under development:

- full cable database by CLAS, expected in next two months or so
- replace "Location" facility with housing hierarchy, expected in next 
month or so
- better display of housing/power/control hierarchies, expected in next 
month or so


Some features are under consideration:

- rethink "Property tag" and "Serial number" attributes and which is 
required
- is "Quantity" needed (always seems to be 1)?
