[Halld-online] Head's up on purchases

Hi,

In the spirit of openness I think it's best that we all give everyone 
else a head's up when we are thinking about purchasing something.  I 
recall hearing about oscilloscopes, which are of general interest...were 
any actually purchased?  Many in the Online and Controls group may be 
interested in them, and may have input into which model(s) to buy.

Anyway, it costs nothing to send out an email letting everyone know you 
are thinking of or about to purchase something.

Of course I'm not talking about routine supplies or items that are of no 
interest to others.

One problem I saw in the early days of the Hall B Online and Controls 
efforts was that some groups didn't talk to each other, and this caused 
many problems.  Let's continue in our very open way and make sure 
everyone gets informed about as much as possible.
