[Halld-online] New "ginstall" target in Hall D online build system

Hi,

I eliminated the HALLD_INSTALL_DIR env var and added equivalent 
functionality via the "ginstall" target, which stands for "global 
install".  This contrasts with the "install" target, which installs 
local to the current package, for testing.  For "ginstall" the code gets 
installed in the same directory as the "packages" directory, which is a 
subdirectory of <release_name>.

The env variable had the problem that by accident one could install in 
the wrong place, e.g. one could install release-1.0 code into the 
release-2.0 directory hierarchy.  This change eliminates this possibility.

I tested the new system in my local area and will install it on Monday 
morning...I don't want to do it today in case there's a problem that 
appears over the weekend.

I doubt this change will affect anyone other than a few of us at JLab, 
and perhaps Sean.
