[Halld-online] Reorganization of Hall D online raid disk

Hi,

/halldraid1/raid is a bit disorganized at the moment.  There are 
critical DAQ directories mixed up with user's and other directories.

To start I propose we reorganize as follows, please comment.

Note that files in /mss/halld will be organized in a similar manner, 
something like 
/mss/halld/rawdata/RunPeriod001/Run000010/Run000010.evio.001, etc.

     /halldraid1/raid/rawdata
         /active
             /RunPeriod001
                 /Run000010
                     run000010.evio.001
                     run000010.evio.002
                     <...more run files...>
                 /Run000011
                     <...more run files...>
                 /Run000012
                     <...more run files...>

             /RunPeriod002
                 <...more run files...>

         /staging
                 <...same organization as "active" directory...>


     /halldraid1/raid/Users
         /davidl
         /somov
         <...other users...>

     /halldraid1/raid/ONLINE_DATA_CHALLENGE
         <...other files...>

     /halldraid1/raid/<...other dirs as needed...>


I will reorganize later today unless I hear otherwise.  We can change 
this at any time, of course...
