[Halld-online] ROC id values

Hi David,

We have had a standard convention for numbering channel numbers (and 
everything else) starting from ch0 for a few years but I recently was 
told that the channel numbers now start at 1. Besides changing 
conventions mid-stream, this has already caused some confusion as to 
what one is reffering to during debugging of the detectors. It would be 
appropriate to write a brief document on what really is implemented now 
to avoid this issue in the future.
