[Halld-online] CODA 3.0 dir now owned by hdsys

Hi,

As previously discussed, now that the CODA 3.0 distribution is stable I 
set the owner/group to be hdsys/hdsys.  The other CODA distributions 
remain in abbottd/da.  /gluex/coda is now also hdsys/hdsys, as are all 
the other files in /gluex.

Very important:  all changes or modifications of the CODA 3.0 
distribution MUST be coordinated through Mark Dalton, as this is our 
default CODA installation.
