[Halld-online] Update DAQ plugin + run number

Hi All,

  I’ve updated the centrally installed DAQ plugin on the gluon cluster. Among other things, this includes
code to extract the run number from the data stream. This will only work however, if you have
checked the “RunData” box in the jcedit pop-up window for the Event Builder (either PEB or SEB,
whichever you’re using). I’d suggest everyone make sure your configurations have this option
turned on so that the CCDB can be accessed properly later when replaying the data.

Also, if you notice any issues that arise when using the DAQ plugin, let me know since a few
other changes were made as well. These are primarily concerned with parsing F1 TDC data.
