[Halld-online] [GlueX] EPICS events in data stream

Hi David, Richard,
Form the coherent brem perspective, the following would be required at
2s intervals.
These are not proper names yet
goni_axis 1,2,3,4,5
coh_edge
coh plane
coh radiator
ladder scalers / microscope scalers - possible some scalers from the
pair spec.
It's the read of the scalers at 2s intervals that enables the coherent
edge to be reconstructed and tracked.
In hall B, the goni params etc were in a 2s epics event and TESC, the
tagger scaler was inserted every 2s as a special bank created from the
epics waveform array (376 elements).
