[Halld-online] Run number in EVIO files?

Hi Sean,

  Oddly enough, having the run number embedded in the file is a CODA configuration option that is *off* by default.
This has been fixed for our primary configurations already. I went ahead and modified the following configurations
in hdops to also include it for completeness. As a reminder, this is the “RunData” checkbox in the PEB or SEB
component configuration window. In order to properly handle the cases where this info is not present, I will need
to modify the DAQ plugin to fall back to the file name and possibly a user-supplied configuration parameter to set
the run number since it is not available anywhere else. I’ll let you know when that is ready.
