[Halld-online] Translation Table Updated

Dear Offliners and Onliners,

  I have committed a new version of the Translation Table to the CCDB. This implements new channel assignments
for the Tagger Microscope and Tagger Hodoscope as communicated to me via Richard. This also fixes some issues
with the FDC strip assignments. At this point, I believe all known issues have been addressed. If anyone finds any
more issues, please let me know.

The SQLite version of the CCDB used in the online has been updated. (The link /gluex/sim-recon/ccdb_pro.sqlite
now points to /gluex/sim-recon/ccdb_sqlite/ccdb_2014-09-03b.sqlite)
