[Halld-online] [New Logentry] module configuration in readout list fixed

A fix was implemented that corrects a problem with the configuration parameters written to the data stream for digitization modules. This was done in the conf_output.c file which is included in the vme_list.c file and compiled into the primary readout list for all digitization crates. The problem was actually introduced in a change to conf_utils.c back on March 17th. The current fix avoids the problem and should be slightly more robust. The end result is that DAQ configuration parameters written into the EVIO files for runs 2651 - 2965 (i.e. data taken between March 17th and noon on April 28th) will have at least some corrupted DAQ configuration parameters. This is definitely true for all F1TDC config. parameters in this run range.
