[Halld-online] [New Logentry] Readout list modified to write selected config parameters to files

The conf_output.c file was modified to write out a file during the download transition to that it can be used to insert selected configuration parameters into the automatic e-log entry created for every run. This modifies the primary readout list only. This was tested and seems to work OK. Values are not yet being added to the e-log entry but will within the next day.

Files are written to $DAQ_HOME/../work/DAQ_CONFIG_OUT.
