[Halld-online] RCDB update

Hi!
Since the meeting is canceled, just wanted to anounce.

1. RCDB GitHUB page is created:
https://github.com/JeffersonLab/rcdb

The code hasn't been moved there yet. But the issues page is working, so 
please, share your bugs and ideas there:
https://github.com/JeffersonLab/rcdb/issues


2. RCDB web site has been updated. It is located at
https://halldweb.jlab.org/rcdb

It is more useful now, but still the GUI is under active development. So 
it is not a final version at all.
