[Halld-online] [New Logentry] Play Back for Trigger Testing

The play back has been implemented and tested  with the BCAL setup.
The play back allows to load signal waveforms to fadcs and simulate the trigger and  
read out performance.  This tool will be used to check the trigger performance
before the spring run. An example is presented below:

- 8 fadc BCAL crates used in the setup
- wave forms written to 16 channel of 1 fadc - 100 % occupancy for one board
  (headers/trailers are read out from all fadc modules)
- read out mode - 7
- block level - 40
- input trig2 rate that initiates the play back  ~ 130 kHz periodic
- read out rate - 80 kHz (60 % live time)
  the read out rate for TI blocks only (no fadc) is 110 kHz
  use only primary event builder
  was able to run without problems on an hour scale, have not checked longer
  data integrity has not yet been checked.
