[Halld-online] [New Logentry] Counting House equipment powered down

Non-essential equipment in the counting house was powered down and in most cases, unplugged. This includes:

- hdguest0-hdguest3 (cubicle computers)
- large TV in conference area
- computer in conference area
- polycom unit 
- Infiniband switch
- halld-management-swX switches
- gluon100-gluon110
- gluonraid1 and gluonraid2
- gluon40-gluon43
- gluon46-gluon49
- gluon20, gluon21, gluon24, gluon27, gluon28, gluon31
- gluon02-gluon05 (control room consoles)

The target group was notified so they could shut down their computer in the rack room.

Hovanes powered off all test crates in the other half of the rack room.
