[Halld-online] [New Logentry] RunLog directory now written to tape only as tarball

The stage_to_tape script was modified such that the RunLogXXXXXX directory used to hold the DAQ configuration files for the run is now automatically made into a .tgz file and only that is written to the tape library. A number of runs had this done retroactively (those still residing on the RAID disks). Starting with run 2678 however, only the tarball will be stored on tape. The untarred version of the files will still exist on the volatile RAID disk as before for convenience until the files are deleted to make space.
