[Halld-online] Switch to CODA 3.04 as default

Hi All,

  We would like to switch to CODA 3.04 as the default (currently it is 3.03). This will
be done by editing the /gluex/etc/hdonline.cshrc file so any account sourcing this
in its login (e.g. hdops) will get the change.

  This will affect the cMsg and ET versions as well so if you have programs compiled
against the these libraries, you will need to recompile/link them.

I plan to do this later this morning, before the bi-weekly collaboration meeting. 
Please let me know ASAP if there is a reason not to do this now.
