Performance testing of the FDC F1 TDC crates - 100 kHz is the maximum expected L1 trigger rate for the luminosity corresponding to 5x10^7 gamma/sec (average flux 
of the approved experiment). It would require significant efforts to run at higher flux because of the detector  (TOF, 
presumably FDC) and reconstruction limitations.
