[Halld-online] [New Logentry] CODA 3.06 now default

- Modified /gluex/etc/hdonline.cshrc to make CODA 3.06 the default for hdops and hdsys.

- Pulled and recompiled sim-recon/hdds to bring in alignment with current master

- Recompiled online to link against new CODA version libraries and new sim-recon libraries.
