[Halld-online] [New Logentry] New data set to go to halld-scratch

I have changed the script to write any new data we collect to the "halld-scratch" tape volume set instead of "halld". This is to facilitate testing new disk configurations without wasting tape. (In particular since halld-scratch does not make a duplicate copy as is routinely done for raw data.)

This means that any new data (COSMIC, LED, etc...) will not go into permanent storage. If you intend to use the DAQ to take data that you wish to be permanently stored on tape, contact me to reverse this change.
