[Halld-online] [New Logentry] TAGMremotectrl set to automatically restart

The TAGMremotectl program used to communicate via a dedicated ethernet line (no IP) to the Tagger microscope has been configured to respawn automatically on gluon28. The "supervisor" package was installed and configured for this purpose.

In addition, the command to initially bring up the interface was added to /etc/rc.d/rc.local on gluon28.

This was motivated primarily by recent issues with the process dying suddenly and mysteriously once or twice a day. This behavior was not observed during the previous run period. Cybersecurity scans are suspected but not confirmed.
