[Halld-online] [New Logentry] halld_recon updated on gluons

A version of the latest halld_recon software has been installed on the gluons and the default environment for hdops changed to use this instead of the older sim-recon version.

This was built under /gluex/builds which is different from where we kept sim-recon (in /gapps). I have built a number of the 3rd party support packages under /gluex/builds as well using a naming scheme that closely matches what is on /group/halld/Software/builds.
