[Halld-online] [New Logentry] Online systems configuration and software updates

A number of items related to online systems:

- gluondaqfs mounted on gluon01, gluon02, gluon03, gluon05, gluon48 (was already mounted on gluon04).

- ROOT v6.14.02 built for RHEL7 x86_64 using both native compiler (gcc4.8.5) and c++14 compliant compiler (gcc4.9.2) The second is required since the xMsg software used with RootSpy requires it.

- halld_recon built for RHEL7 using native compiler (Linux_RHEL7-x86_64-gcc4.8.5) and gcc4.9.2 (Linux_RHEL7-x86_64-gcc4.9.2)
  - (issues with 4.9.2 linking still unresolved)

- /gluex/etc/hdonline.cshrc updated:
  - New CDAQ_HOME envar define and used to determine whether to source the /gluonfs1 or /gluondaqfs version of online_setup.csh.
    Both of these files are identical, an should be kept that way. However, they have been modified to use the CDAQ_HOME envar
    to set DAQ_HOME and the numerous other variables that depend on it. This allows hdonline.cshrc to steer whether to use 
    /gluonfs1 or /gluondaqfs.

- "hosts" file for hd_all on gluondaqfs updated to run:
      - platform on gluon47 instead of gluon100.
      - SEB0, ERsoftROC on gluonraid3 instead of gluonraid4
      - Added MONITOR_HOST to be used by run_prestart and run_end for where start_monitoring script should be run
