[Halld-online] Proxy servers

Hi Dave,

I do not know the proper proxy server settings. I believe we put them there
to be able to clone github repositories. As of today I cannot clone my
github repositories with or without these lines on the online computers.

It appears that there was a change by computer center regarding how
to access external servers from behind gateway and "jprox" was 
apparently turned off.

I am going to comment these lines out from hdonline script until we find 
a solution.
Right now they serve no purpose and only cause problems.
