[Halld-online] [EXTERNAL] Review of online monitoring histograms

Hi,

I have a proposal from the calibration, monitoring & production group to
reduce the number of online monitoring histograms shown in rootspy down to
the subset that show problems that require instant intervention,
removing those that indicate calibration issues that can be fixed later.
They would all still be shown in plotbrowser, we wanted to reduce the
number that the shifters have to look through.

It does require that a few plots are reworked.
