[Halld-physics] updated draft of the eta-primakoff proposal update

  The updated draft is in the attachment. The dead line for the
  submission is tomorrow, on Wednesday by 5 pm.

  Thanks to all who made comments/suggestions for the text and for the
  proposal.

  colleagues would like to join the proposal.
