[Halld-physics] Eta Proposal

Hi Eugene,

Originally we decided to take the FDC out in order to
minimize uncertainties associated with conversion
inside the detector (though we already  have a relatively
massive CDC endplate...).

I've started thinking more of putting the FDC back - we have
to do more simulation here (probably we can do it by PAC).
