[Halld-physics] Minor ANALYSIS library bugs in 2013-02-25 tagged release

These bugs are fixed in the current trunk version of the ANALYSIS library, although updating isn't strictly necessary: 

1) David (and Simon?) found a bug such that when running with multiple threads, the pre-combo cut values (such as minimum tracking FOM) may be different for the first and following threads.  This bug can be avoided by running in single-threaded mode.  

2) A bug in the initialization of a debug flag occasionally causes the program to spit out a lot of debug info to screen.
