[Halld-physics] Skims of the current data

We'll look into doing this.  Looking at the "HLObjects" plot at:

https://halldweb1.jlab.org/cgi-bin/data_monitoring/monitoring/runBrowser.py?run_number=995&ver=ver02

Requiring at least two DChargedTracks, independent of their hits/quality will significantly reduce the data footprint.  

Also, looking at the "TrackSummary" plot, requiring at least two track candidates would also reduce it significantly.
