[Halld-physics] Data quality and calibration update

Dear all,

The RCDB has been updated for the current run period with some fixes for
inconsistently reported information and a first pass at marking runs
potentially suitable for physics analyses.  Runs were selected that had
reasonable calibrations and were not obviously bad or were used for some
sort of study.  To select these runs, use the RCDB search "@is_production
and @status_approved".  Thanks to Naomi for her help with this task.  Let
me know if you see any further inconsistencies.

The most recent calibration pass through the data was started last Friday.
The first two of three stages have finished, and the results are on disk
and being analyzed.  The final full pass through these runs, which includes
the creation of skims, is on going and the results are beginning to show up
on disk.

Skims are being generated for:  BCAL & FCAL pi0's, PS triggered events, TOF
calibrations, gamma p -> 2 gamma p events
