[Halld-physics] [Halld-offline] Monitoring Launch: 2016-02 ver15

Dear experts,

If you have a few moments and haven't already, please check the results of
this monitoring launch to see if any new issues have shown up in your area
of expertise.  We've already identified some BCAL issues, so it would be
good to know if anything else unexpected shows up.
