[Halld-physics] ELECTRON_BEAM updated in ccdb

Hi All,

  Just a heads up that I have updated the ELECTRON_BEAM constants in CCDB 
for some production runs in 2017 where there were missing entries. As a reminder,
these values are used to fill the DBeamCurrent objects in JANA that indicate what the
electron beam current was when an event was read and whether the event occurred
in the fiducial time period (i.e. at least 3 seconds away from any trip). In principle, events
that are not in a fiducial time period should be ignored since the photon flux is unstable
outside of this.

  Thanks to Beni for noticing something was amiss for some of these runs.

The following runs were missing both the timestamp to unix time conversion
factors and the beam trip map:
