[Halld-physics] Monitoring Launch: 2017-01 ver23

Dear Colleagues,

The latest offline monitoring run over this spring’s production data 
(2017-01 ver23) was completed. It includes updated FCAL gain 
calibrations for the runs starting with 30808 and should be directly 
compared to ver21.
