[Halld-physics] Monitoring Launch: 2017-01 ver19

Dear Colleagues,

The latest offline monitoring run over this spring’s production data 
(2017-01 ver21) was completed. It includes improved FCAL calibrations, 
changes to the CDC dE/dx and a new BCAL charged track clusterizer. 
Please monitor the differences to the baseline ver19.
