[Halld-physics] 2017-01 Monthly analysis launch

Dear Colleagues,

In order to efficiently use the computing resources at JLab, we will run 
an analysis launch over the latest REST files at least every month, and 
more often if requested.

The reworked ReactionFilter plugin in the new analysis library is much 
more flexible and allows us to specify a large variety of different 
channels, exclusive or inclusive. We can also configure the kinematic 
fit to many different settings. From now on, will try to use this plugin 
for all reactions.

The first analysis launch of this kind is planned for this *Friday, 
September 29th*. You can submit a request for a channel to be analyzed 
until noon on Friday. If you already have a plugin, we will try to 
convert it into a config file for the ReactionFilter. Only if this is 
not possible, we will run your original DReaction plugin.

We will focus on the low- intensity 2017-01 data for now.
