[Halld-physics] Monitoring Launch: 2018-01 ver02

Dear Colleagues,

We ran a first monitoring launch over the 5 approved runs from December 
2017.

We had to use the sim-recon master (tag: offmon-2018_01-ver02) owing to 
the necessary changed to the CDC readout, even though there are obvious 
problems with the matching in the forward direction (cf. TOF and FCAL 
matching histograms).
