[Halld-physics] New polarization values

Hi,

I have made the changes to the polarization determination.
A presentation I gave regarding the changes can be found at

The new	polarization code is at
https://userweb.jlab.org/~dugger/triPol/makePolValsV4.tar

As before, once you have un-tarred the file, go through
the steps in the README file to generate the polarizations.
