[Halld-physics] Analysis Launch: 2016-02 ver20

Dear Colleagues,

The latest analysis launch over the golden period of 2016-02 is 
complete. It used exactly the same software and provides the same 
channels as 2017-01 analysis launch ver20. For this reason, I decided to 
name this launch 2016-02 ver20 to keep the version number consistent.

As we have already received about 25 new channels, we will start a new 
analysis launch over the 2017-01 REST ver03 data later today.
