[Halld-physics] INPC Proceedings

Hi Everyone,

With MENU proceedings out of the way, I thought I'd make a prompt start 
to the INPC ones, an initial draft of which is on the docdb;

Submission deadline is still a month away, before which I intend to make 
some further edits to ensure they are sufficiently original compared to 
the MENU ones, so plenty of time for comments and suggestions.
