[Halld-physics] Monitoring Launch 2018-08 ver12

Dear Colleagues,

We just completed the another full monitoring launch over the 2018-08 
data set. Even though only 80% of the jobs finished successfully due to 
a lingering bug in the monitoring code, the histograms and trees were 
produced for all 557 runs. The usual monitoring plots can be found on 
the web pages:

The REST files, random trigger skims and several trees are saved on cache:
/cache/halld/offline_monitoring/RunPeriod-2018-08/ver12/REST/
